Ah... just when I thought I should be focusing on one particular aspect/issue - in following the path set by the course, I'm eventually led to another direction....
Ok, without divulging too much detail - what revealed "job security" (of certain individuals) as being a major stumbling block to the iniaitive at the beginning - has now been refocused to "the inadequacies" (of other, certain individuals) - when I eventually came to the "objective and strategic issues" portion of my report.
Fine - the "current scenario" shows that there is one issue (security) - but the issue that I'm thinking of covering & tackling in my paper - is another (inadequacies). Let's see if I can use some tools to lay things out clearly and prioritize which-is-which. I think the Strategic Issue Matrix should be sufficient for this....
